Appling County commissioners approve lease, fence bid and routine 2025 schedules; table appointments and debris contract

The Appling County Board of Commissioners approved several administrative actions at its Dec. 5, 2024 regular meeting and heard public comment criticizing a debris vendor's removal of certain trees. The board approved the Appling/Jeff Davis Service Center (Pineland) lease, accepted the lowest fencing bid for the sheriff's office and adopted the county's 2025 holiday and monthly meeting schedules.
On procurement, Commissioner Randy Sellers moved to accept Wright's Fencing's low bid of $39,900 for a sheriff's office fence; Commissioner Theodore Wilkerson seconded and the motion passed unanimously. The minutes state the fencing will be partially paid with ARPA funds and the remainder through a budget amendment.
The board reviewed and unanimously approved the ACCG/IRMA PTSD-required insurance recently enacted by legislation for first responders, followed by approval of the ACCG workers' compensation renewal and dividend distribution invoice. Commissioners also approved a quick-response quote for wingwall culvert repair on Holmesville Road.
The board tabled a set of county board appointments—candidates and bodies presented in the minutes include Edsel Lewis (Appling County Department of Family & Children Services); Kristy Bennett, Rodney Williams and Danny Causey (Board of Elections); Charlie Leggett (Development Authority); Daryl Edwards, Mike Dyal and Marianne Rigdon (Public Library); and Theodore Wilkerson and Rev. James Futch (Heart of Georgia Altamaha Regional Commission). Commissioner Randy Sellers moved to table all appointments until January and Commissioner Daryl Edwards seconded; the motion passed unanimously.
A proposed Phillips & Jordan emergency debris contract for Emergency Services also was tabled until the January meeting on a motion by Commissioner Doug Harris; Commissioner Daryl Edwards seconded. During public input Melanie Griffis and Miranda Taylor told the board a debris vendor removed trees they said were not damaged by Hurricane Helene and not located in the right-of-way; they said they had not directly contacted the vendor although contact information had been provided by the County Clerk. Dedra Hewitt commented on the process for county manager interviews and Barbara Reynolds spoke about county operations.
The board entered executive session to discuss personnel and later returned to open session. Minutes record that County Attorney Tracy Brown reported an accepted contract offer to Reid Lovett (details recorded separately). The meeting adjourned following chairman remarks.
