Appling County outlines expanded road projects and TIA budget revision as LMIG paving planned

At a work session on Aug. 24, Appling County leaders outlined a stepped-up schedule for road and capital projects, clarified engineering oversight and detailed available funding sources.
Roberts Civil Engineering was recognized as Engineer of Record and issued notices to proceed for previously approved 2023 LMIG and TIA projects. The county reported the 2023 LMIG paving bid amount of $2,123,077.37 and planned paving to begin in October. Separately, the 2024 LMIG application submitted to the state requests roughly 9.202 miles of patching, leveling and resurfacing on Pat Lewis Road, Lamar Crosby Road and Old Surrency Road.
The county’s TIA program budget was revised from an original $2,720,828 to $3,098,053 after approval of additional funds totaling $377,225 to cover inflation and revised costs. Commissioners approved the revised TIA budget at a regular meeting following notice of additional state funding for specific road segments (Nails Ferry Road and Ten Mile Road).
Staff presented several specific project proposals for discussion or bid advertising, including Sunshine Drive, Old Field Cemetery Road (pending property-owner agreements), Crosby Chapel paving, Aquatic Center parking (estimated quote $139,999), replacement bleachers at the tractor-pull area (estimated $335,000), concession-stand repairs, Ag Center pen modifications and a county barn funded from 2018 SPLOST allocations. Reported funding sources include American Rescue Plan funds ($1,680,616), TSPLOST ($2,824,197), 2023 LMIG ($1,051,992) and 2018 SPLOST infrastructure funds (estimated $2,435,698), with projected 2018 SPLOST overages to be split 74% county/26% city.
