Appling County adopts $23.09 million FY2024 budget, sets millage rates and approves agreements

Appling County commissioners on Sept. 12 unanimously approved a balanced FY2024 budget totaling $23,090,209 and set the county’s millage rates for the coming year.
County Manager Al Meadows told the board the budget was the product of two workshops and two public input meetings and recommended adoption. "I would like to publicly thank my staff, Ms. Robyn Evans and Ms. LaFonda Solomon for the long hours and dedication that it took to develop this budget," Meadows said. Commissioner Doug Harris moved to adopt the budget; Commissioner Theodore Wilkerson seconded, and the motion passed unanimously.
The board adopted three millage rates and levied taxes for FY2024 by unanimous votes: the Fire and Rescue millage at 0.47 (motion by Commissioner Daryl Edwards), the School System millage at 12.243 (motion by Commissioner Doug Harris), and the County Maintenance millage at 11.924 (motion by Commissioner Randy Sellers).
The board also approved a set of intergovernmental agreements tied to the FY2024 budget. The county will provide $31,000 to the Department of Family & Children Services (DFCS) to reimburse foster-care related expenditures; the board accepted the Foster Care Guidelines Financial Policy dated July 1, 2023 and approved monthly reimbursement procedures. Commissioner Doug Harris moved to approve the DFCS agreement; Commissioner Theodore Wilkerson seconded and the motion passed unanimously.
Separately, the board approved a reimbursement agreement with the Southeast Health District to cover part-time salaries for Fani Orellana and Elaine Tuten under the Coalition for a Healthy Appling County’s Healthy Outreach Grant. County Manager Meadows said the district will reimburse up to $22,000 for services provided between July 1, 2023 and June 30, 2024. Commissioner Randy Sellers moved to approve; Commissioner Daryl Edwards seconded; the vote was unanimous.
A contribution agreement with the Georgia Association of Conservation Districts for Appling County’s share of $49,000 (through Sept. 30, 2025) to support planned conservation practices was presented and approved on a motion by Commissioner Doug Harris and a second by Commissioner Daryl Edwards.
The board also moved to accept and open bids for the sale of the Pineland building at 755 South Main Street, Baxley; Commissioner Charlie Leggett made the motion, Commissioner Randy Sellers seconded, and the motion passed without opposition.
