Appling County board approves public defender contract, insurance plan and sets FY2024 budget hearing

The Appling County Board of Commissioners on Aug. 1 approved several budget-related contracts and scheduled the first public hearing on the FY2024 county budget for Aug. 17 at 5:30 p.m.
County Manager Al Meadows presented the FY2024 public defender contract, which carries an Appling County annual cost share of $144,726 to support indigent defense in criminal cases. Commissioner Doug Harris moved to approve the contract and Commissioner Daryl Edwards seconded; the motion passed unanimously.
Meadows also reported that Roberts Civil Engineering submitted an agreement to serve as the county’s engineer of record for the 2024 LMIG application. The approved LMIG funding formula for 2024 is $1,129,807, with a required 10% local match; the board approved submittal of the FY2024 LMIG application.
On employee benefits, Lighthouse Benefits Advisors recommended maintaining UnitedHealthcare as the county medical provider with no premium increase and adding Guardian dental and vision plans. The UnitedHealthcare performance contract cost cited at the meeting was $3,043,206. Commissioner Randy Sellers moved to accept the recommendation; the board approved the benefits package unanimously.
The board also set the first public budget hearing for Aug. 17, 2023 at 5:30 p.m. to gather public input on the FY2024 budget and to continue deliberations on requests and line items.
Why it matters: Approvals of the public defender contract and health benefits lock in recurring costs that will be reflected in the FY2024 budget. The LMIG application, if awarded, would bring state paving funds to the county but requires a local match that commissioners must account for when finalizing appropriations.
