Oscoda County board approves personnel moves, airport surplus sale and pauses Michigan Works MOU

The Oscoda County Board of Commissioners voted unanimously Oct. 8 on a series of personnel and administrative items, including EMS and sheriff office hires, authorization to advertise a piece of surplus airport equipment for sealed bids, and temporary changes to agreements supporting the county’s economic development work.
On public-safety staffing, the board acknowledged the termination of full-time EMT Kaylin Munsell (Motion 2024-270), approved a contingent hire for paramedic Andrew Ringwelski (start date Sept. 23, 2024; $19.14/hour; not eligible for county benefits; Motion 2024-271), and approved Heather Johnson as a full-time paramedic (start date Sept. 24, 2024; $19.14/hour; eligible for benefits; Motion 2024-272). The board also approved hiring David Strong as a full-time deputy for the sheriff’s office (start date Sept. 23, 2024; $23.69/hour; Motion 2024-273). All personnel motions passed on 5-0 roll calls.
The board authorized Assistant Airport Manager Brian Smutek to advertise and collect sealed bids for a 1957 International tractor (serial #2722J) to be sold as-is; sealed bids are due to the Clerk’s office by Oct. 31, 2024 and the board will review bids Nov. 12 (Motion 2024-274).
On economic development matters, the board amended an earlier motion to extend up to 10 hours per month through Dec. 31, 2024 for Rene Welser, BOC Executive Secretary, to assist with EDC payments and reporting (Motion 2024-275). The board also voted to temporarily suspend the Memorandum of Understanding between Michigan Works Northeast Consortium and Oscoda County through Dec. 31, 2024 (Motion 2024-276). Budget amendments were recorded where applicable. Each of these motions passed 5-0.
During public comments Clerk Ann Galbraith asked why wages were not on the agenda; County Administrator Michelle Knepp said she had not completed the research and the matter will be presented at the next meeting or prepared as part of 2025 budget planning, per Commissioner Varner. Sheriff Kevin Grace noted the sheriff department’s furniture for the new building will arrive soon and reminded listeners about National Take Back Drug Day.
