"They are willing to bring in and offset that cost of hauling with a grinding operation," a staff member said, describing savings to the city's hauling costs and the possibility of storing material temporarily in adjacent right‑of‑way.
Staff also told the council the bidders originally planned to haul concrete off site, but some are now offering on‑site grinding to convert debris into usable aggregate. The city will review storage and reuse options and the council heard staff intend to issue a notice to proceed this week.
