Lockwood also said commission-recommended tree-preservation language was removed from the Dunkirk chapter because staff judged it more appropriate for the Prince Frederick chapter and the Dunkirk context was shaped by forest conservation requirements at parcel edges rather than a standalone tree-preservation goal.
A commissioner moved to direct staff to forward draft Chapter 3 to the necessary jurisdictions for the required 60-day comment period. The motion was seconded and passed on a 6-0 vote.
Lockwood said staff will process comments received during the 60-day period and return any substantive revisions to the commission as needed; the presentation was framed as direction to begin the public comment phase, not final adoption.
