APPLING COUNTY, Ga. — The Appling County Board of Commissioners voted to forward a Community Development Block Grant proposal for regional assessment and approved a reforestation contract for a 230-acre county tract.
County Manager Al Meadows described the CDBG process, saying the Heart of Georgia Regional Commission will conduct a feasibility study and Roberts Engineering will assist with grant preparation and construction if the project advances. Meadows recommended forwarding the packet for assessment; the board approved the referral and directed staff to include Surrency roads if the town agrees.
Separately, the county reviewed two bids to site-prepare and replant 230 acres near the old National Guard Armory. Rowland Land Clearing was the low bidder, offering chopping/spot piling/savannah bedding at $200 per acre ($46,000) and providing ArborGen OP Elite slash seedlings at $135 per acre ($31,050) for a total of $77,050. Meadows recommended accepting Rowland’s bid and the board unanimously approved the reforestation work. Transcript notes timber proceeds estimated at $950,000 but did not tie proceeds to the reforestation contract.
Next steps: The Heart of Georgia Regional Commission will perform feasibility analysis and County staff will work with Roberts Engineering if the CDBG proposal moves forward. County staff will also coordinate contracting and site preparation with Rowland Land Clearing.
