Appling County votes confidence in county manager; approves reclassifications and raises for exempt staff

APPLING COUNTY, Ga. — The Appling County Board of Commissioners on Oct. 17 voted to express confidence in County Manager Al Meadows and approved a series of personnel reclassifications and raises following executive-session discussions.
County Attorney Tracy Brown told the board, “The Employment Contract for County Manager expires December 31, 2023 and we have received notification from Mr. Al Meadows that he wishes to retain his position as County Manager. Contract requires a vote of confidence by the Board on or before November 1, 2023, before a new contract can be negotiated.” Following the discussion, the board recorded a vote of confidence for Mr. Meadows for fiscal year 2024.
During executive-session follow-up items, the board reclassified the Board of Elections supervisor, Shonda Carter, as exempt under applicable FLSA standards and approved a new annual salary of $55,068. The County Tax Assessor, Myrna Taylor, was reclassified as exempt and approved to receive a $2,000 annual raise; the board also approved a $2,000 raise for all other exempt staff.
County Attorney Brown said the board will negotiate contract conditions and present a finalized County Manager contract at the December meeting; the completed contract will be made public at that time.
What to watch for next: The finalized County Manager contract and any formal changes to compensation will be posted when the board completes negotiations in December. County staff said the reclassifications followed FLSA guidance and are effective immediately.
The board approved the personnel items by voice vote as recorded in the minutes; commissioners recorded their votes in open session where noted.
