Oscoda County commissioners approve audit, staffing changes, $1,500 maintenance work and federal-forest fund distributions

The Oscoda County Board of Commissioners on July 9 accepted the county’s 2023 Comprehensive Annual Financial Report, approved several personnel actions and budget amendments, and authorized routine maintenance and funds distributions. The meeting was called to order by Board Chair Charles E. Varner Jr. at 10:00 a.m. in the county boardroom and via teleconference.
The board voted to accept the 2023 audit as presented by auditor Tyler Watters. "We recommend acceptance of the Comprehensive Annual Financial Report as prepared," Watters presented; a motion by Commissioner Libby Marsh, seconded by Commissioner Tom McCauley, carried on a roll-call vote.
On staffing, the board acknowledged the hiring of Amy Bollman as a full-time Collections/Family Clerk (35 hours per week) at a starting wage of $16.83 per hour, and separately acknowledged the termination of Allison Herrell from that same position. The board also approved the promotion of Angelina Bonino to a full-time paramedic position, effective July 7, 2024, at a starting wage of $19.14 per hour; all personnel motions passed unanimously.
The board approved a $1,500 quote from A-1 Services for stump grinding to be paid from contingency and charged to the Courthouse Grounds Beautification budget line. Commissioners voted to direct the county treasurer to distribute Bankhead Jones federal forest funds totaling $4,295.05: 75% ($3,221.28) to local schools and 25% ($1,073.77) to townships, with the school split listed as Mio AuSable ($3,031.22) and Fairview Area ($190.06) and township splits Big Creek ($505.20), Mentor ($505.20) and Comins ($63.37).
The board also authorized the County Clerk’s Office to implement a $3.00-per-hour compensation increase for two court employees, Chelsea Butler and Sherry Fleszar, retroactive to May 30, 2024 through Aug. 19, 2024, to be paid from the TC Clerk budget line and supported by a Letter of Agreement from the United Steelworkers union and a recommendation from Judge Morse-Bills. That motion (McCauley/Bondar) passed on a roll-call vote.
During public comment, Treasurer William Kendall questioned the retroactive court pay, saying it "sets a precedent," and Sheriff Kevin Grace said he does not agree with the additional compensation and urged support for upcoming millage proposals for the sheriff’s department. Chamber of Commerce representative Ann Galbraith thanked law enforcement and volunteers for Fourth of July events and the fireworks display.
The board received committee reports on building and facilities schedules, park reservations, grant applications, river-zone actions and library reviews. A motion to adjourn at 11:10 a.m. carried unanimously; the board’s next regular meeting is scheduled for July 23, 2024 at 10:00 a.m.
