The Wheeling Plan Commission on July 8 recommended approval of a special-use permit allowing a massage therapy establishment, New Agent Spa, to operate at 747 West Dundee Road.
Planning staff told the commission the proposal is reviewed under Title 19 of the Wheeling Municipal Code and recommended approval with two conditions: the business must obtain a Wheeling business license and submit a revised floor plan showing all furniture and equipment for staff review; any exterior signage requires a Wheeling sign permit under Title 21. A planning staff member read the conditions into the record.
Morgan Danek, representing applicant Ronglen Luo, was sworn and said the applicant seeks permission to operate a professional massage therapy facility. "We're looking for a special use approval to operate a professional massage therapy facility," Danek said. Commissioners raised only minor plan clarifications — notably that one room was mislabeled on the floor plan and that furniture should be identified — and Danek agreed to correct the plan before the village board hearing.
With no outstanding questions, the commission moved, seconded and voted unanimously to recommend approval. After the vote, staff instructed the applicants to appear before the village board on July 20 and said they would send a follow-up letter the next day.
The commission closed the public hearing on the docket and noted the village board will make the final decision on July 20.
