Concord Board of Health approves personnel nominations, hears enforcement updates

The Concord Board of Health approved routine minutes and two personnel nominations during its May 20 meeting and received updates from the public health director about inspections and property enforcement.
Chair Dottie Bernard called the meeting to order at 7:06 p.m. and the board unanimously approved the April 15 meeting minutes in a roll-call vote that recorded Ms. Bernard, Mr. Kring, Mr. Whalen and Ms. Keady as voting "Aye." The approval followed a motion by Mr. Kring and a second by Mr. Whalen.
Director Melanie Dineen introduced Rachel Arsenault, who started May 18 as a public health inspector and has about one year of public health experience; the board moved to nominate Arsenault as an agent of the Board of Health and the motion was approved (recorded roll-call entries list Ms. Bernard, Mr. Kring and Mr. Whalen as "Aye").
Dineen also discussed the town's participation in mosquito arbovirus monitoring and said a vacancy arose when the prior East Middlesex Mosquito Control commissioner moved out of town; the board approved filling that vacancy by roll call (Ms. Bernard, Mr. Kring, Mr. Whalen and Ms. Keady recorded as "Aye").
In operational updates, Dineen said beach and pool inspections would proceed ahead of Memorial Day and that the Health Department worked with Natural Resources to deploy APod 1 at Whites Pond (Rose Cove). She reported that 97 Hawthorne, a condemned house in Concord, has been sold. Regarding 141 Caterina Heights, Dineen said construction began with completion of the bed bottom but work then stalled, fines were issued to the property owners, and the owners plan to appeal those fines at the next Board meeting; Dineen said additional fines would be imposed if work remains inactive.
Board member David Ropiek was noted as arriving in person after the meeting began.
The meeting adjourned at approximately 7:54 p.m.
