Residents tell commission berm and easement issues are causing flooding and demand transparency

Several residents used the public‑comment period at the May 20, 2026 Solid Waste Commission meeting to press the commission on flooding, a possible unrecorded easement and transparency in agenda and packet distribution.

Chris, who identified himself during public comment, told the commission the berm that the commission previously authorized ‘‘is at the top of the valley that's flooding my property’’ and asked what would be done to address the impact on his lakefront lot. The chair and staff said they would review the underlying contract and noted the complaint would be recorded for follow‑up, but no immediate remedy was announced.

Another resident said they had searched the register of deeds ‘‘twice looking for the easement’’ they believed the commission had approved and could not find it. That speaker said the commission earlier authorized a survey and deed‑off for a 6.659‑acre parcel but that conversations appeared to be moving toward a much larger 98.6‑acre survey area; they warned such scope changes should be done in public and said the larger survey could impose higher costs.

The same commenter also asked the commission to restore a prior practice of providing three complete public packets or displaying the packet on a monitor; they cited access gaps for people without phones or computers and raised an ADA concern about hearing assistance and microphone use for softly spoken members of the audience. The chair apologized for the missing agenda and said staff would follow up with Elizabeth Murphy and procurement to resolve outstanding record and procurement questions.

Commission staff responded that some matters — including surveyor selection, procurement and recordation of deeds or easements — may require additional internal review and return to the commission; they did not provide an immediate timetable for the requested clarifications.
