Appling County adopts FY2025 budget and sets 2024 tax levies; D.A. funding clarified

The Appling County Board of Commissioners on Sept. 10 approved the county’s FY2025 budget and adopted three tax levies for 2024 in unanimous votes recorded in the meeting minutes.
County Manager Al Meadows presented the budget after three work sessions and a public hearing; Commissioner Charlie Leggett moved to adopt the FY2025 budget and Commissioner Daryl Edwards seconded. The board also approved three separate resolutions setting tax levies for 2024: a school tax levy of 12.203 mills (total $16,607,775), a Fire and Rescue levy of 0.47 mills (total $633,455) and a county maintenance levy of 11.885 mills (total $16,018,329). The minutes note the county millage decreased from 11.94 mills; Commissioner Daryl Edwards referenced a five-year history that listed 2019 at 12.770 mills.
On a related budget item, Meadows said the board had budgeted $122,900 toward the District Attorney’s office for FY2025. The minutes record that the District Attorney requested an additional $104,000 but then withdrew juvenile-prosecutor funding shared across Appling and several neighboring counties after those jurisdictions did not support the increase. County Attorney Tracy Brown told the board that the juvenile prosecutor position needed to be filled by Oct. 1 and that he had a candidate and had discussed the matter with the county manager and the juvenile court judge. Commissioner Doug Harris moved to approve the original budgeted amount of $122,900 and to make payments periodically contingent on services; Commissioner Daryl Edwards seconded and the motion passed unanimously.
The board also approved renewal agreements for probation services covering Magistrate, State and Superior courts, effective Jan. 1, 2025, after Mrs. Tammie Orvin made corrections and signed the documents. In old business the board accepted a lease renewal with DBH&DD (Pineland).
County Attorney Tracy Brown said Meadows had given formal notice he wishes his contract renewed for another year; compensation and conditions will be considered in executive session and a vote is expected at the October meeting. County Manager Meadows also reported the county had received $104,425 from GEMA for recovery from Storm Idalia in August 2023. The meeting adjourned at 7:20 p.m.
