Dodge County manager resigns for city role; board appoints interim manager and later hires new manager

In April 2020 County Manager Spencer Barron informed the board he would resign to accept the City of Eastman city manager position. Commissioners moved quickly to maintain continuity: on April 20 the board voted to appoint Nancy Gail Rogers interim county manager effective May 1, 2020, and to appoint Kim Smith Parkerson as county clerk with authority to change bank signatures.
Later in 2020 the board conducted a hiring process for a permanent county manager. On Sept. 21 Commissioner Terry Niblett moved to hire Conner Bearden with a proposed start date of Sept. 28; the motion passed with two votes in favor and one opposing (noted in the minutes: Niblett and Watkins in favor, Cheek opposed). Bearden appears in later meeting rosters as county manager and conducted county business throughout autumn and into year‑end meetings.
The board’s personnel actions were recorded in the minutes and included motions and roll‑call votes for interim and permanent appointments; the record shows the board used both unanimous consent (for the interim appointment) and a split vote for the later permanent hire.
