Dodge County moves to replace ambulances and review billing contracts as transports and revenue rise

Dodge County EMS officials briefed the commissioners repeatedly in 2020 as transport volumes and billed revenue increased. EMS Director Shannon Weston reported higher call volumes and larger average billed amounts per transport compared with the previous year; county deposits and collection rates improved while some transports required longer trips because local hospitals went on diversion.
To support operations, the board approved site work at the EMA building (concrete pad) and reviewed bids for ambulance replacement. After circulating competitive bids, the board approved a November–December purchase of a new ambulance from Custom Trucks and Body Works (approved in December 2020 at $137,474, the low compliant bid reported in minutes). The board also reviewed EMS billing contracts: the contract with the incumbent provider (Elevos) was discussed and the board authorized negotiations and a change to EMS Pro (documented as approved pending termination letter to prior vendor), subject to attorney review and written contract terms.
Commissioners said the purchases and billing‑provider review were aimed at improving turnaround, collections and operational resilience for county EMS as call volumes rose during 2020. Manager Conner Bearden and County Attorney John Harrington oversaw contract review and procurement compliance.
