Grant estimates presented to the board showed a project total of about $950,000, with a $750,000 CDBG request. The county manager and the Regional Commission explained the required local match: a cash match plus in‑kind services reduced the county’s cash obligation to $139,065.09. County Manager Spencer Barron asked the board to commit the cash match from 2013 SPLOST funds if the grant were awarded. Commissioner Karen Cheek moved to approve the cash match conditional on grant approval; Commissioner Brian Watkins seconded and the motion passed.
The board’s action was limited to committing available local funds to meet the grant’s match requirement if the state awards the CDBG. If awarded, the funding would finance drainage, curb and pavement work on the named streets with Davis‑Bacon compliance and standard federal grant reporting required.
