Appling County commissioners approve leases and agreements, table board vacancy and park fencing request

At its March 5 meeting the Appling County Board of Commissioners approved a USDA lease renewal, a mutual aid agreement and several administrative items, approved a vendor for a landfill deep well (one commissioner opposed), and tabled a Hospital Authority appointment and a $200,000 fence request for further consideration.
The Appling County Board of Commissioners on March 5 approved a set of routine agreements and addressed multiple departmental and public requests.
The board unanimously approved a five-year renewal of the USDA Service Center lease at 239 NE Park Avenue, Suite B, Baxley, Ga., with annual rent remaining $10,700. Commissioners also unanimously approved a renewal of the Statewide Mutual Aid & Assistance Agreement under the Georgia Emergency Management Act and adopted a proclamation recognizing National Crime Victims’ Rights Week (April 21–27, 2024). The board approved an addendum to a Southeast Health District (HRSA) outreach grant permitting unspent funds from a $22,000 annual grant to be used on a Community Garden project.
On a separate procurement item, the board approved the vendor quote from Lyons Well Drilling to install a new deep well at the county landfill; the transcript records Commissioner Randy Sellers voting against that motion. The landfill supervisor and county manager had recommended a five-horsepower pump and solicited quotes with a $20,000 threshold for bids.
The board tabled the Hospital Authority vacancy left by Paul Rentz’s resignation to allow time to develop candidates with medical backgrounds, and tabled a $200,000 request from Appling County Parks & Recreation for replacement fencing at the recreation complex. County Manager Al Meadows recommended Brent Carter (EMA) as the county’s voting delegate to a Regional Advisory Council for the Georgia opioid settlement; the board approved that nomination.
Department updates included a Sheriff’s Office invitation to a law-enforcement expo, a roads-and-bridges status update, and a request from the county dive team to purchase approximately $14,000 of equipment using remaining 2018 SPLOST funds. The board entered executive session for personnel matters and returned with no personnel actions taken. The meeting adjourned at 7:25 p.m.
