Appling County approves engineering, grant-administration contracts and $30,312 in elevator safety repairs

Appling County commissioners on Feb. 6 approved multiple contracts and payments to support upcoming capital and grant-funded projects.
County Manager Al Meadows told the board the HOGARC solicited proposals for civil engineering services tied to a Community Development Block Grant (CDBG) preliminary engineering phase and received two proposals. Hofstadter & Associates bid 9–12% of overall construction costs and Roberts Civil Engineering proposed not to exceed 11%. Vice Chairman Charlie Leggett moved to award the engineering bid to Hofstadter & Associates; Commissioner Randy Sellers seconded and the motion passed unanimously.
Meadows also recommended, and the board approved, a contract with the Housing & Community Development regional authority (HOGARC) to provide professional management and grant-administration services for the county's CDBG application and subsequent grant administration.
On SPLOST consulting, Roberts Civil Engineering presented a proposal to administer completion of the 2024 SPLOST projects; Commissioner Daryl Edwards moved to approve the contract and Vice Chairman Leggett seconded; the board approved it unanimously.
On building safety, Meadows said the county received two service and repair orders from Otis Elevator Company to perform door-lock modifications required by the ASME 17.3 2020 Door Monitoring Code to prevent elevators leaving a floor with doors open. "The price for these service orders is $15,156, per elevator, for a grand total of $30,312," Meadows told the board. Commissioner Doug Harris moved to accept the contracts and the board approved the repairs unanimously.
The board also approved payment to Rowland Land Clearing for reforestation work after staff reported 215 acres were suitable for planting of slash pine seedlings on a 230-acre parcel; "Rowland Land Clearing outfit has a great reputation in South GA, and they did a good job for the county," Vice Chairman Charlie Leggett said before the invoice was approved.
All motions on these contracts and payments passed by unanimous vote; specific contract dollar amounts beyond the Otis elevator figure were not recorded in the minutes.
