Appling County adopts 2026 millage rates, approves LMIG road contract, a $250,000 RLF loan and Lake Mayers drainage

The Appling County Board of Commissioners on Dec. 2 adopted the county's 2026 tax millage rates and approved several routine and project-specific items in unanimous votes.
County Manager Reid Lovett told the board the county maintenance and operations millage rate will be 10.943 mills, which Lovett said will levy approximately $16,863,047 in taxes. Commissioner Ricky Barnes moved to adopt the rate and Commissioner Daryl Edwards seconded; the motion passed unanimously.
Lovett said the Fire & Rescue millage will be 0.47 mills, producing about $724,265 in taxes. Commissioner Chad Kent moved to adopt the Fire & Rescue rate and Commissioner Randy Sellers seconded; the board approved the levy unanimously.
The board set qualifying fees for the 2026 election cycle as read by Lovett; examples included $324 for county chairman and $420 for Board of Education district seats. Commissioner Randy Sellers moved to adopt the list of fees and Commissioner Jakharis Jones seconded; the motion passed unanimously.
On local infrastructure, Lovett reported bids closed for LMIG-funded projects on Russell Road, Dyal School Road and Asbury Church Road. The lowest responsive bid from Georgia Asphalt Producers, Inc. totaled $1,860,131.45; Commissioner Daryl Edwards moved to award the contract and Commissioner Ricky Barnes seconded. The board approved the award unanimously.
On economic development, the board approved a $250,000 loan from the county's Revolving Loan Fund to Harbor Fab, LLC, a metals fabrication and installation company. Lovett said the RLF is state-funded and must be returned to the state if unused. Commissioner Daryl Edwards moved to approve the loan and Commissioner Randy Sellers seconded; the motion carried unanimously.
The board also approved a request to drain Lake Mayers so property owners can repair docks and to address algae concerns. Lovett said the county will rent a pump, begin the operation in approximately one week and expect drainage to take a minimum of one month. Commissioner Ricky Barnes moved to approve the drainage and Commissioner Chad Kent seconded; the motion passed unanimously.
Several routine appointments and reappointments were handled: the Heart of Georgia Altamaha Regional Commission board appointment was postponed until the January meeting on a motion by Commissioner Daryl Edwards; David Eason was reappointed to the Appling County Board of Assessors on a motion by Commissioner Chad Kent; Commissioner Daryl Edwards' annual reappointment to the Development Authority was approved on a motion by Commissioner Jakharis Jones. Chairman Leslie Burch said, per O.C.G.A., he will serve as the county's Board of Health representative; no vote was required.
All recorded motions at the meeting passed without recorded opposition. The board adjourned at 6:15 p.m.
