Appling County adds Russell Road and Griffin Street to 2026 LMIG list, moves Woodlawn Church Road to 2024 SPLOST

Appling County commissioners on Oct. 7 approved changes to the county’s road funding plan: they added both sections of Russell Road and Griffin Street to the 2026 Local Maintenance & Improvement Grant (LMIG) application and moved Woodlawn Church Road to the current 2024 SPLOST allocation.
County Manager Reid Lovett told the board the county must identify and title specific roads to receive LMIG funds by December. He recommended the LMIG additions and moving Woodlawn Church Road to SPLOST to align with project scheduling and funding rules.
Commissioner Jakharis Jones moved to add both sections of Russell Road and Griffin Street to the 2026 LMIG list; Vice Chairman Chad Kent seconded and the motion passed unanimously. Commissioner Daryl Edwards subsequently moved to move Woodlawn Church Road to the current 2024 SPLOST; Commissioner Ricky Barnes seconded and that motion also passed unanimously.
The decisions set the county’s application priorities for LMIG and reassign one road to SPLOST funding; staff will proceed with application paperwork and project scoping ahead of the December deadline.
