Appling County commissioners met for a Jan. 25 SPLOST work session and reviewed an engineering spreadsheet outlining the county's worst roads, recommended repairs and preliminary cost estimates.
County Manager Al Meadows presented the spreadsheet prepared by Hayden Rozier of Roberts Civil Engineering. Commissioners discussed different methods for allocating SPLOST funds: Commissioner Charlie Leggett argued for equal dollar allocations per commissioner's district, Commissioner Doug Harris said allocation should consider geographic mileage and safety concerns, and Commissioner Daryl Edwards urged reliance on the county engineer to prioritize projects objectively. Commissioner Theodore Wilkerson raised concerns about roads that cross district lines, noting Dunns Lake Road had limited work completed under 2018 projects.
Chairman Leslie Burch directed each commissioner to prioritize roads in their district using the Roberts Civil Engineering list and return recommendations to the County Manager. Meadows set a follow-up timeline tied to upcoming called and regular meetings to finalize the 2024 SPLOST road list.
No formal funding decisions were made at the work session; the meeting focused on project prioritization, cost review and next steps toward a formal SPLOST project schedule.
