Appling County adopts FY2026 budget, approves 3% COLA and raises court-reporter stipend

Appling County commissioners unanimously adopted the fiscal 2026 budget on Sept. 29 and approved personnel measures including a 3% cost-of-living adjustment and a retroactive increase to the court-reporter stipend.
County Manager Reid Lovett told the board there were no changes to the budget since prior hearings and that LMIG funds previously separated were moved back into the general fund. Commissioner Ricky Barnes moved to approve the budget as previously presented; the motion passed unanimously.
The board also approved a 3% COLA for full-time, non-elected employees. Lovett said the adjustment was already accounted for in the adopted budget; Commissioner Daryl Edwards moved to approve the COLA and the motion passed unanimously.
Commissioners also approved increasing the Brunswick Judicial Circuit court-reporter monthly stipend from $50 to $100 and applying the increase retroactively to Jan. 1, 2025. County Attorney Tracy Brown clarified the increase applies only to court reporters assigned to Superior Court judges serving in Appling County; Commissioner Randy Sellers moved to approve the retroactive stipend increase and the motion passed unanimously.
The board approved a separate facilities expense: new vinyl plank flooring for offices at the Oak Street Complex. After reviewing three quotes, the board accepted the lowest bid from Tom Davis Flooring for $14,475 on a unanimous vote.
The board scheduled no further changes to the adopted FY2026 budget at the close of the meeting. The Sept. 29 called meeting adjourned at 5:40 p.m.
