Appling County commissioners unanimously adopted a Language Access Plan required for the county’s 2025 Community Development Block Grant (CDBG) application during their Jan. 6 meeting.
County Manager Reid Lovett told the Board the plan was necessary because the County did not previously have a Language Access Plan in place. Commissioner Daryl Edwards moved to approve the document as provided in the meeting packet; Vice Chairman Chad Kent seconded the motion, and the Board voted unanimously to adopt the plan.
Separately, Lovett noted the Association County Commissioners of Georgia (ACCG) operates a scholarship portal for training. Chairman Leslie Burch designated County Clerk Robyn Evans as the County’s portal designee to access and apply for training scholarships on the county’s behalf; the minutes record that no Board vote was needed for that designation.
Why it matters: A Language Access Plan documents how local governments provide access to programs and services for people with limited English proficiency, which can affect eligibility for or compliance with some federal grant requirements, including CDBG funding. The minutes do not record details about whether the County will allocate staff time or funds to implement the plan; follow-up with county staff would be required for implementation specifics.
The minutes record the Board’s unanimous approval of the plan and the clerk’s designation; no further action or expenditures were recorded in the meeting minutes.
