The Alabama Board of Pardons and Paroles met in Montgomery on Sept. 25, 2025, and decided a series of parole and pardon requests recorded in its public minutes. The session, convened under Alabama Code, Title 15, Chapter 22, opened at 8:30 a.m. with Chair Hal Nash and board members Darryl Littleton and Gabrelle Simmons present.
The board granted full pardons restoring civil and political rights in multiple cases, including Rodney M. Carter and Glenn O. Pruitt. Additional full pardons recorded in the minutes included Brandon M. Wicks, Bryan O. McCollough, Jacqueline R. Mcroy, Donnie Henry, Reba L. Elliott and Victor T. Green. The board also reopened one case at the board table: at 1:32 p.m. Board Member Gabrelle Simmons moved to reopen the case of Quincy T. Turner for additional testimony; the motion was seconded by Darryl Littleton. The hearing was closed at 1:35 p.m., and the board granted a pardon for Turner with specified restrictions, providing relief from the habitual offender act and firearms disabilities as noted in the minutes.
On parole decisions, the board granted parole with special conditions to several applicants. Tyler J. Cowan was granted parole with a package of conditions: completion of the Perry County Probation/Parole Reentry Education Program (PREP), GPS ankle monitoring, mental-health follow-up, NA/AA participation and a drug assessment upon release. Kristopher S. Moon and Jeremy J. Thomas were among other parolees granted release on condition of completing the Alabama Therapeutic Education Facility (ATEF) program and post-release supervision measures. The minutes record additional parole grants with conditions for Lindsey R. Bishop, Billy R. Matthews, Melissa L. Carnley, Travion T. Kemp and Arthur Miller, among others.
The board denied parole in numerous cases and recorded reset dates where applicable. Examples recorded in the minutes include denials for Otto Adair Jr. (reset Sept. 2027), Roderick Bates (reset Sept. 2026), Byron Washington (reset Sept. 2026), Otis L. Whitt (reset Sept. 2027), and several others whose entries list denial with either a reset date or no reset date. Administrative packet materials in the record break out additional docket outcomes, including revocations, remands and delinquency listings.
Board business and administrative matters were also handled in the open session. The board approved minutes of its Sept. 24, 2025 meeting (motion by Hal Nash; second by Darryl Littleton). The board reviewed lists of files for revocation and delinquent parolee lists included in the meeting packet. The minutes note that Board Member Gabrelle Simmons was not present for the remainder of the docket after 1:52 p.m. The meeting adjourned at 3:26 p.m.; the board scheduled its next meeting for Sept. 30, 2025 at 8:00 a.m. at the same Montgomery address.
