New council members sworn in; Grant elected mayor pro tem and representatives named to regional boards

The City of Norman held a special meeting on July 7, 2026, to administer oaths to newly elected council members and to make a slate of leadership appointments.
Judge Nichols administered the oaths of office to JC Deck (Ward 2), Helen Grant (Ward 4), Kyle Steele (Ward 6) and Scott Dixon (Ward 8), after which the judge declared each duly sworn and seated. The council then moved through several housekeeping votes.
Council Member Helen Grant was elected mayor pro tem by unanimous vote. The council also unanimously approved Mayor Holman as the city’s representative and Council Member Grant as alternate to the Oklahoma Municipal League board of directors, and approved Mayor Holman as representative with Council Member Dixon as alternate to the Association of Central Oklahoma Governments board of directors. In separate action, the council unanimously elected Council Member Gandyisbury to serve on the City of Norman retirement system board of trustees. No roll-call tallies beyond “unanimous” were recorded in the transcript.
The votes were routine and passed without recorded opposition. Mayor Holman noted that historically the mayor pro tem has been the most senior member of the council. The meeting closed after brief council comments and community announcements.
What happens next: the newly seated council members will assume full duties immediately; the mayor pro tem and board representatives will represent the city at their respective meetings going forward.
