Port Royal held a first reading on June 3 of an ordinance that would add definitions and operational limits for electric bicycles in the town code.
Staff explained the proposed amendment to chapter 19 would define electric-bicycle classes and prohibit operating e-bikes on sidewalks or multi-use paths unless specifically authorized. The draft would bar anyone under 16 from operating a class 3 electric bicycle (assistance up to 28 mph) and says e-bikes should not be ridden at speeds that make sidewalks unsafe.
“Electric bicycles shall not be operated on multi-use paths or sidewalks unless specifically authorized,” staff told council, and the draft sets a 16-year minimum age for class-3 operation. Staff said similar measures have been adopted in nearby towns amid rising safety complaints.
The ordinance was presented as a first reading; staff will schedule a public hearing for community feedback before a final vote.
