Hebron council adopts CDBG-funded culvert projects, approves minutes and hears demolition complaint

Hebron’s Village Council on May 26 voted unanimously to adopt Resolution 2608, authorizing the mayor and fiscal officer to enter a Community Development Block Grant agreement for culvert installation projects on 5th Street and Cedar Street. Council President Wolf moved the measure and Council Member Chapman seconded; the chair announced the motion passed 5-0.
The administrator told the council the award tied to the agreement is about $411,000, with a required local match of $65,000. “I think the total is $411,000. Our local match is $65,000,” the administrator said, describing the two culvert projects covered by the grant. The resolution was presented as a third reading before the vote.
The administrator also said village staff will work with Licking County Area Transportation to develop an active transportation plan focused on human-powered travel, identify gaps in the village network and use the plan to pursue additional funding when available.
Council held readings on three ordinances without final votes: Ordinance 0726 (second reading) to amend the codified chapter on water and sewer rates and declare an emergency; Ordinance 0826 (first reading) to adjust annual appropriations for fiscal 2026; and Ordinance 0926 (first reading) declaring certain property surplus and authorizing sale to another political subdivision under Ohio law (ORC §735.053).
The council approved two sets of meeting minutes by voice/roll-call vote: the May 4, 2026 council meeting minutes and the May 18, 2026 combined committee meeting minutes, both recorded as passing 5-0.
During council member reports a member raised a neighborhood concern about a property being demolished without a dumpster or truck, leaving a refrigerator, stove, drywall and a bathtub in the yard. The member asked staff to note when the debris appeared so code enforcement can follow up; no formal enforcement action was recorded at the meeting.
Mayor’s business included a briefing from the police chief, who announced the launch of a standalone Hebron Police Department website at HebronPolice.org and said the site provides community forms for vacation requests, complaints and officer recognition. “It is under the domain same as our email address, Hebron Police dot org,” the chief said.
