Children's commission approves 2025 grants work-group report and agrees to update measures to include direct files

The commission approved the 2025 grants work-group report, a statutorily required plan that frames funding for juvenile diversion, community alternatives grants and juvenile behavioral-health competitive grants.
Doug Hunsinger of the Indiana Criminal Justice Institute presented the report, which includes a new funding formula (approved previously), performance measures and process changes intended to reduce administrative burden on grantees ahead of a funding round in January. He thanked Nancy Weaver for authoring the report.
Nancy Beaker asked whether the institute's planned data collection will include juveniles who are 'direct file' matters so that recidivism and outcome measures count those cases appropriately. Hunsinger said the institute intends to collect identifiable information on program participants to enable alignment with larger datasets and agreed the working definition can be updated to include direct files if the committee wants that included.
Chair moved for approval of the report with recommended changes; a motion and a second were recorded and the committee approved the report with direction to incorporate the agreed clarifications into the performance measures and definitions.
Next steps: updates requested to the report definitions to include direct-file matters where appropriate and ongoing monitoring by the grants work group in advance of the next funding round.
