The Finance Committee reviewed Ordinance 26-021 on May 4, which would amend Chapter 40 of the Wilmington City Code to permit regular city employees to donate unequal amounts of accrued sick and vacation leave to designated coworkers or to a donated leave bank.
Vice Chair Bracey, speaking for the sponsor, described the measure's key provisions: "This ordinance amends chapter 40 of the city code to allow regular city employees to donate unequal amounts of sick and vacation leave to designated employees, or to the donated leave bank," and added that employees may donate up to 20 days of vacation per calendar year and up to six days of sick leave per calendar year without a matching donation requirement. Bracey said donations in excess of six days of sick leave would need to be matched by donated vacation leave.
OMB staff reviewed historical participation and fiscal impact. According to the presentation, an average of about 3.6 employees per year donated sick leave from 2017–2025, and an average of one employee per year used donated sick leave during the same period, leading staff to conclude that the fiscal impact would be limited.
Councilmember Owens asked to be added as a cosponsor during the committee discussion; no public comments were offered during the hearing. The committee scheduled Ordinance 26-021 for the May 21 council agenda for further consideration.
