Commissioners approve several subdivision and conditional‑use files, add water/sewer hookup requirement

Marlowe Scherbel (surveyor) and Amy Butler (County Engineer) answered commissioners’ questions about proximity to the river and groundwater and the potential for connecting to town utilities.
The board also approved File 101 PZ 21 (Tom & Jessica Heiner conditional use/master plan to be completed in six phases) with Findings A–E and Conditions 1–16 (Condition 16 requires contacting the East Side Canal for comments). Additional approvals included File 201 MS 21 (C & R Subdivision Second Filing) and File 102 PZ 21 (second revision for phased master plan files 103 PZ & 108 PZ 19) with stated findings and conditions.
What to watch: minutes show commissioners pressing applicants to explore hookups to nearby municipal utilities when feasible; the approvals included specified conditions (for example, the county will require documentation from the East Side Canal that the Heiner project does not impede water rights). The minutes note that the Department of Transportation denied access off Highway 89 for one proposal and that applicants plan alternative access routes.
