Council approves major change orders for energy facility and several infrastructure contracts

The City Council on June 18 approved a package of construction change orders and contract actions covering the energy department facility expansion, water treatment and distribution projects, and a City Hall electrical equipment delivery extension.
Mister Haney described a $100,000 Change Order No. 1 to the AEI architectural agreement to add scope such as an east parking lot drainage system, a detention pond adjustment, and conversion of a temporary laydown area to permanent. "I request your approval for this change order for 100,000 to the AEI contract," Haney said; the council approved the amendment.
Haney also presented Change Order No. 5 for the final phase of the energy department facility. He said the low bids for this phase totaled $10,836,338, that staff included $400,000 contingency and a contract allowance of $1,029,920.42, and that the change order total is $12,266,258.42. Haney noted the budget for this phase was $13,855,066 and said the project remains under budget overall. The council approved the change order 5–0.
Mister Turner presented several water‑utility items: a renewal of a pump and motor repair contract with John Bouchard that extends the agreement through June 2027; a change order to add previously omitted connectors and installation items on the water treatment plant generator project that increased the construction portion to $1,877,373 (the incremental addition was described in the transcript with garbled cents and is noted in clarifying_details); and a final change order for the Green Acres Subdivision waterline replacement adding $66,255.80 and bringing that contract total to $683,077.80. The council approved each item unanimously.
Staff also requested and received approval to extend an engineering agreement to replace custom electrical equipment at City Hall by 40 days due to delivery delays. Mr. Mills told the council the equipment is bespoke and not locally available; council approved the extension 5–0.
Taken together, the approvals advance multiple capital projects and facility upgrades; staff said the energy facility final phase came in under the phase budget and that these contract adjustments reflect completed bid and field conditions.
