Upper Darby board approves routine agenda items, recognizes retirees and notes budget concerns

The Upper Darby School District board approved routine business items by voice vote during its regular meeting: a motion to adopt the previously posted agenda, adoption of the minutes for the combined work session and regular meeting dated March 10, 2026, and approvals of the secretary, treasurer, instruction, personnel, facilities and finance reports.

During presentation of the personnel report, a board member recognized retiring employees Eileen Collins, Karen Peterson and Elizabeth Waters and congratulated teachers who reached tenure in accordance with Pennsylvania law. The personnel report was moved and seconded and approved on the record.

Superintendent Daniel McGarry used his report to flag fiscal concerns ahead of the budget season, saying state and federal support remain uncertain. "Upper Darby School District, however, is 1 of the 100 most underfunded school districts in the state of Pennsylvania," McGarry said, and he warned of potential federal cuts to Head Start and Title funding. He urged community advocacy as the district prepares budget options.

The board also received a first reading of revised policies including updates to dress and grooming and working periods; no votes were required for first readings. Community and collateral reports noted upcoming events including the Upper Darby Arts and Education Foundation Schoenherr Music Man 5K spirit walk on May 16 and a Delaware County Community College ribbon cutting.

No members of the public who had signed up addressed the board during the public comment portion of the meeting, and the session was adjourned after a motion to adjourn carried on the record.
