Beaufort County school board backs SCSBA nomination, approves personnel ratification and recalls TIF 2 funds after executive session

Board member speaker 4 moved that the board support the nomination of Dr. Christina Guas for the position of secretary‑treasurer of the SCSBA. Board members questioned whether an existing local representative would preclude the nomination; speaker 11 responded that SCSBA policy was under review and that the organization’s constitution and bylaws did not currently include a clear restriction.
“That's their board policy. Right now, actually, they're reviewing that,” speaker 11 said, explaining avenues to election and noting the nomination is one of multiple paths to serving in the SCSBA officer roles. After discussion, the board voted to support the nomination by voice; the roll call later recorded the supporting motion as 8 yes to 2 no.
Later the board entered executive session to consider personnel matters, receive legal advice on pending claims, and discuss distribution of surplus TIF funds for the City of Beaufort. The board identified attorneys who would attend the session for legal advice.
After returning to open session, the board moved three formal items. The first motion approved the superintendent’s personnel‑ratification recommendations for May 1–31, 2026. The second motion denied an employee’s request to pursue a grievance against the superintendent under board policy GC‑12; one board member stated they would not support that denial. The third motion directed staff to seek recall of the remaining TIF 2 funds from the City of Beaufort, including interest earned since the surplus funds should have been distributed to the district.
“I move the board of education recall the remaining TIF 2 funds from the city of Beaufort to include interest earned on the surplus funds since the date those surplus funds should have been distributed to the school district,” the motion read when presented to the board. The board approved the motion by voice vote.
The motions out of executive session were entered into the minutes as formal board business; the chair confirmed unanimous consent to proceed where votes were recorded as such, with recorded dissent on the grievance denial.
The actions mean the board has formally supported a local nomination to the statewide association and has taken steps to recover district funds it says are due from the City of Beaufort. The board did not provide additional details about the dollar amount remaining in TIF 2 during the public meeting.
The board will next meet to continue regular business; staff will follow up on the TIF recall process and any legal steps that may be required.
