Kingsford Heights approves $200,000 local commitment to pursue $1 million paving grant and authorizes tax-appeal filing

Kingsford Heights — At the Sept. 22 meeting the council approved a local commitment of $200,000 to support a Community Crossings paving grant application expected to compete for roughly $1 million in paving funds next year. Council members said the $200,000 would come primarily from ceded funds and MVH-restricted dollars, with possible reappropriation of local road and street line items as needed.
Staff and the council reviewed draft letters for two Community Crossings grant applications (one for crack sealing and one for resurfacing) and discussed available revenue and budget strategy. Chair said the $200,000 commitment is intended to be local match and to leverage larger state funding opportunities.
Separately, the council authorized Baker Tilly to file a one-year growth-factor excessive-levy appeal with the Department of Local Government Finance, a procedural step that staff said could lower the town's overall tax rate per $100 of assessed value while increasing total revenue available to the town as assessed value grows. The motion to proceed with the appeal was moved, seconded and approved unanimously.
Council asked staff to consult with Baker Tilly about whether to intentionally reduce the year's budget to carry appropriations forward or to seek additional appropriations next year. Members noted future grant matches and budget planning will be needed if the grant is awarded.
