Solvang council approves two-year crossing-guard/security agreement, directs staff to explore park coverage

The Solvang City Council unanimously approved a two-year agreement for crossing-guard and security services at its June 22 meeting, and directed staff to consult with the contractor and the sheriff's office about possible additional coverage for busy events in Solvang Park.

Mayor David Brown questioned whether the contract explicitly covered Solvang Park amid growing weekend crowds. "I just don't see it anywhere in this report," Brown said, pressing staff on whether the vendor would cover the park or if a contract amendment and additional budget would be needed. City staff responded that Solvang Park is not currently budgeted in the agreement but the contractor has provided security for special events there in the past; adding park coverage would require a budget amendment or a pass-through charge to the event organizer.

Council members debated options to increase public safety presence without immediately expanding the contract. One suggestion was to coordinate with the sheriff to request periodic increased presence during large events rather than standing security on every Wednesday event. Staff said the vendor's current rate is approximately $35 per hour, and that additional tasks could be assigned under the contract but would increase costs.

After discussion, Councilmember [motion mover] moved to approve item 6d; the motion was seconded and carried on a 5-0 roll call. Mayor Brown and council members said staff should first talk with the contractor to see if the vendor is willing to cover additional downtown or park needs and return with an amendment if necessary. Council noted that, where appropriate, event organizers could be charged for security as part of event permits.

The contract was approved by roll call vote 5-0.
