The Finance and Budget Committee met July 8 and approved two expenditure lists and a set of budget transfers while addressing bookkeeping errors and scheduling a presentation to the full council.
The committee approved a July 8 expenditure list in the amount of $1,767,574.72 and a separate fiscal-year 2027 expenditure list of $291,510.92 after members moved, seconded and voted to adopt the lists. A committee member moved the first motion and the vote passed 4-0; the second motion was approved and the transcript does not record a numerical tally.
The director told the committee that two charges had been posted to the wrong accounts and would be corrected. "There were 2 claims that I didn't notice were charged to the wrong account in error," the director said, noting one was a health insurance charge posted to the aging services fund and another was a travel claim posted to the health department general fund instead of a health department grant. The director said both will be corrected.
Commissioner Mankins asked about a $2,265.75 charge listed as "800 Beef Trail Road Park" in the general fund. The director said the line appeared to be NorthWestern Energy bills and that the amount likely covers service at Legends Stadium based on the address.
The committee approved several budget transfers, including $200 from the general fund for the sheriff to purchase a new tablet case for ICAC training for Detective Andrew Peterson; $500 from the sheriff general fund to cover donations to Butte Central High School and Butte High School for overnight graduation parties; $7,000 to purchase a copier for the detention center; and $1,261 from the general fund finance and budget to print 18 copies of preliminary budgets.
Staff also outlined scheduling for presentations and hearings. The presentation discussed in committee will be submitted for full-council consideration and, if moved, scheduled for July 22. Staff said public hearings could begin the week of Aug. 5 but that a Metro rate-increase public hearing "can't happen until August 12 because of the no-notice requirements" that require mailed notice at least seven days before a hearing.
With no further business, the committee voted to adjourn.
