The School District of Spring Valley school board voted unanimously on Feb. 2, 2026 to approve a petition to annex property the district acquired in November 2025 from Gilman Township into the Village of Spring Valley, a step district leaders said is needed to site a new bus garage.
The vote came after board member Ryan Glaus moved to approve the petition and Monica Shafer seconded. Superintendent John Groh provided an overview of the acquisition during the discussion, saying the district intends to use the site for a new bus garage and that the Village Board is scheduled to review the petition on Feb. 4, 2026.
Why it matters: annexation into the Village would place the parcel under municipal jurisdiction, which district officials say is necessary for siting and permitting a bus maintenance and storage facility. The board’s approval is an internal step; the Village Board’s action next will determine whether the annexation is finalized.
What the board did: the motion passed on a roll-call vote with six members voting yes — Emily Collins, Ryan Glaus, Stacy Schultz, Monica Shafer, Monica Vorlicek and Jennelle Wolf. Board member Jessica Fritz was noted as absent. The meeting opened at 6:02 p.m., and after the annexation motion the board adjourned at 6:22 p.m.
Procedural details: Monica Shafer moved to approve the meeting agenda at the start of the special meeting; Stacy Schultz seconded that motion. President Monica Vorlicek opened the floor for public comment but no members of the public spoke.
Next steps: the Village Board is scheduled to review the annexation petition on Feb. 4, 2026. If the Village Board approves the petition the district will be able to pursue permitting and site work for the proposed bus garage. The board approved the minutes and adjourned later that evening.
