Cass County approves reclassification of sergeant to lieutenant to support contracted-city policing

Sheriff Johner asked the Cass County Board of Commissioners to reclassify a current sergeant position to a lieutenant grade to assist with oversight of deputies assigned to contracted cities and to allow a lieutenant to attend city council meetings and relay real-time information. Johner listed contracted policing arrangements (Castleton, Mapleton, Riley, Horace, Kindred) and said the change would not add headcount.
The sheriff said the reclassification would raise pay for the position by roughly $5,000 annually (step 6 from sergeant to lieutenant), which he said could be absorbed within the department’s current budget. He said the new lieutenant would work closely with patrol deputies and meet regularly with city leadership.
A motion to approve the reclassification was made, seconded and called to a roll; commissioners recorded their votes and the motion passed. The board did not request additional time to study budget impacts before approving the change.
The action is administrative personnel reclassification; no additional positions were added and staff said the department will absorb the cost within existing appropriations.
