Kingsford Heights adopts ordinance setting public-comment procedures

The Kingsford Heights Town Council voted to adopt Ordinance 2025-009 on Sept. 8, setting formal procedures for public comments at town council meetings. The council approved the ordinance on its third and final reading by title only.

The measure, read on third reading by the presiding official, requires the town to post public-comment procedures and to follow them at meetings. Council members said the ordinance clarifies expectations for commenters and will be part of the town’s broader public-engagement and accessibility work connected to a planned street project.

Council leaders said the adoption accompanies an authorization to proceed with an ADA and Title VI plan update for the town’s street work, which the clerk described as a $25,000 project that will produce audits, prioritized cost estimates, website accessibility reviews and a public meeting to support INDOT submission. The clerk asked staff to review contract details and make a recommendation to the council at the next meeting.

“I’ll let Amber review this and make a recommendation at the next town council meeting,” the Chair said at the meeting when the plan and ordinance were presented.

The ordinance vote followed routine business and public-comment items; no amendments to the ordinance text were recorded on the audio of the meeting. The council’s next meeting will revisit the ADA plan recommendation and any procedural details staff identifies.

The adoption places the town’s public-comment process on an official footing ahead of the street project and the associated accessibility work.
