Alabama parole board denies several requests, grants pardons and conditional paroles

The Alabama Board of Pardons and Paroles met Oct. 2 in Montgomery and issued rulings on its scheduled parole and pardon docket, denying several requests and approving others with conditions or full restoration of rights.
Chairperson Hal Nash presided over the open public meeting, which began at 8:30 a.m. Board members Darryl Littleton and Gabrelle Simmons were present; Nicole Lewis served as board secretary. The board conducted hearings and recorded votes on the daily docket under Alabama Code, Title 15, Chapter 22.
Why it matters: The board’s decisions determine when—and under what conditions—individuals on the state parole and pardon dockets may return to the community. Several paroles approved Oct. 2 included required reentry programming, electronic monitoring and mental-health and drug assessments, indicating the board is placing emphasis on supervised reentry conditions alongside releases.
What the board decided: The board denied parole for Ronnie L. Fagan (AIS# 223942) and set a reset date of October 2030. Samuel Harris (AIS# 253345) was denied parole with no reset date specified. Chaundra Alexander (AIS# 195430) was denied with a reset of October 2030. Sanchez Manuel (AIS# 261905) and Daniel E. Nixon (AIS# 298348) were denied pardons. Victor E. Johnson (AIS# 298352) was denied parole with a reset date of October 2027. Blake M. McGraw (AIS# 319283), Timothy L. Hill (AIS# 300874), Edward L. Williams (AIS# 179166), Terry L. Hall (AIS# 232589) and several others were denied with varying reset dates or with no reset date.
Paroles and conditions granted: The board granted parole to Darrel C. Humphrey (AIS# 271510) and James Sword (AIS# 253434) with special conditions including completion of the Perry County Probation/Parole Reentry Education Program (PREP), GPS ankle monitoring, mental-health follow-up and drug assessments upon release. Mollie I. Rosenblum (AIS# 312353), Amy L. Minnifield (AIS# 251198), Darron D. Woods (AIS# 177259) and others were granted parole with conditions such as approved halfway-house placement, GPS monitoring and required follow-ups. Tony D. Neely (AIS# 165207) was granted parole with a referral to Redemption Earned for reentry assistance.
Pardons and restorations: The board granted full pardons restoring all civil and political rights to several applicants after the lunch recess, including Charlie F. Cunningham (AIS# 808427), James E. Brunner (AIS# 827634), Larry D. Childress (AIS# 222793), Christopher Norris (AIS# 281034) and Patrick D. Nelson (AIS# 245100). Kayla D. Keeton (AIS# 312558) received a pardon with specified restrictions removing habitual-offender and firearms disabilities while maintaining other limitations as noted by the board.
Process and public input: Victim advocates and representatives from the Attorney General’s Victim Services Office (listed in the docket as Sarah Deneve, VSO) frequently spoke in opposition to parole and pardon requests. Several applicants were represented by attorneys (for example, Abbi Hallman and Richard White) or spoke on their own behalf.
