Another member said the board had discussed communication and public‑relations needs at an April retreat and that the proposed changes were consistent with earlier direction to consider bolstering communications capacity.
The board moved to approve the organizational chart, including the communications executive director, community relations supervisor, executive director of talent recruitment and retention, benefits coordinator and payroll coordinator. On the roll call, the board split; the chair recorded the votes as: Reyes — Yes; Soshenek — Yes; Seneceros — No; Barnett — No. With the tie the motion failed and the proposed chart will not take effect.
