Summary

Devin, who led the financial briefing, told the authority the airport’s revenue‑minus‑expenses position year‑to‑date is about $1.4 million, up from roughly $990,000 at the same point last year. He said higher fuel prices are increasing gross revenues and expenses but that net results remain stronger than the previous year.
Devin explained a new Excel template developed by Jared Rosser to import reports from the county’s Munis system and produce both summary and detailed tabs to make the origins of budget numbers clearer for the authority.
On capital projects, staff confirmed the ramp refurbishment project has mayoral and commission approval and is moving forward pending finalized contracts. An aircraft rescue and firefighting (ARFF) vehicle purchase also has been authorized and staff plan to use leftover Taxiway Bravo funds to cover fencing in part; Devin said a Munis/Eden transfer issue is temporarily delaying access to some accounts while finance staff work with the county to clear P.O. issuance.
Procurement steps: staff described planned RFPs for engineering consultants (planning and design/project management) and for an air‑service development consultant; the airport layout plan (ALP) will be incorporated into the planning RFP but may take about a year to produce.
What the authority decided: members approved minutes earlier in the meeting and discussed timing and oversight for upcoming RFPs; no formal contract awards were made during the session.
Next steps: staff will proceed with RFP scheduling, clear Munis account access issues with county finance staff and present firm cost/timeline details for the ramp and fencing work when available.
