Ravenel zoning board approves variance and special exceptions to allow manufactured homes on two properties

The Town of Ravenel Board of Zoning Appeals voted to approve a variance and two special exceptions that will allow manufactured homes on two separate properties in town.
Staff recommended and the board approved a variance for Lot 2 Bravo at 4731 Savannah Highway that reduces the required AR-zone minimum lot width from 150 feet to 122.83 feet so the owner may place a manufactured home on that narrower lot. The staff presentation said Lot 2 Bravo is approximately 1.02 acres and that the applicant (identified in the record as Mr. Wells) is dividing the parcel into three lots and intends manufactured homes for two of them. The staff member explained the five variance criteria from the Town of Ravenel zoning code and concluded the shortfall (about 28 feet) meets the standard for an unnecessary hardship and will not harm adjacent properties; the board approved the variance by voice vote.
The board also approved a related special exception for the same 4731 Savannah Highway property to permit manufactured homes on Lots 2A and 2B under the Town of Ravenel zoning code (Appendix B, Section 3.1.2). The staff member said the proposed use will not endanger public health or safety, will not unduly affect nearby residential areas, and is consistent with the comprehensive plan. A motion to approve was seconded and adopted by the board.
Separately, the board approved a special exception for 5731 Martin Street. Staff said the applicant, Ryan Phelan, applied to place a manufactured home on property owned by Reginald Mitchell; although nearby parcels are zoned R2 or R3, the proposed home will sit more than 250 feet back from the road and thus is unlikely to affect the character or value of surrounding properties. The applicant/representative told the board they already had setback approval, a water tap approval and had purchased the home. The board recorded that motion as passing 4-0.
A member of the public, Daniel Milton, spoke during the 5731 Martin Street public hearing and asked generally what would be placed behind his property; the chair and staff reminded speakers that the public-comment period is for remarks and not a question-and-answer forum. Later in the public-comment period a board member raised concerns about lighting and the type of business considered at a prior meeting (a trunk-removal/dumpster business), stressing that additional development along the highway corridor would likely increase nighttime lighting and that lighting is “very important” for business liability and safety.
The board approved the minutes of the May 12 meeting earlier in the session, heard no substantive public opposition to the zoning requests, and adjourned after announcing the next meeting date of July 14, 2026.
