The San Marcos Unified School District Board of Education, acting as the legislative body for Community Facilities District No. 14, held and closed a public hearing on Annexation Number 2026‑1, a Lennar Homes project of 71 condominium units that will feed La Mirada Academy and San Marcos High School.
Staff said the project qualifies as an annexation into CFD No. 14, that required notices and mailings were completed and that no written protests had been received. The district reported receiving duly signed landowner waivers permitting the special tax election to be held less than 125 days after the prior resolution. The assistant superintendent reported election results of one ballot totaling three yes votes and zero no votes; the board accepted the canvass.
The board moved to adopt Resolution No. 48‑25/26 (calling the special tax election) and Resolution No. 49‑25/26 (canvassing and annexation) and approved both by voice vote. The board also conducted the first reading of Ordinance No. 02‑25/26 authorizing levy of a special tax within the annexed territory; the district said final adoption of the ordinance is expected at the board meeting on Aug. 13, 2026. Staff noted the annexation will mitigate developer fee payments at approximately 130% and estimated the mitigation at roughly $692,000.
No members of the public asked to speak in favor or to protest the annexation at the hearing. The board declared no majority protest and moved forward with the election, resolutions and ordinance reading.
