Council adopts year-end appropriation and insurance resolutions; accepts grants and donations

City staff told the council that at the end of the fiscal year the city routinely increases appropriations to account for grants, donations and insurance proceeds that were unanticipated when the budget was adopted. Staff recommended adopting Resolution 26-R-1298 to accept specific-purpose grants and donations in the general fund, the capital projects reserve fund and the special police fund; the council adopted the resolution after brief discussion.
Council members asked clarifying questions about a vehicle grant that required a local match (about $2,500 per vehicle after a $7,500 federal tax credit) and whether charging-station work was included; staff said the charging-station work is separate and further out in the schedule.
The council also adopted a resolution to accept insurance proceeds (about $17,810 noted for fire-related damages) and appropriate those funds to the general fund. Staff again said there is no net impact to the fiscal year 2025–26 budget because these are post-budget recognitions and Oregon local budget law requires the adjustment before June 30.
Both motions were called and passed during the meeting.
