Tyrone City Council approves Dogtopia final site plan, requires stop sign and recorded stormwater agreement

Tyrone City Council approved a final site plan and landscape plan for a one‑acre commercial development that will include an 8,000‑square‑foot building with a 5,000‑square‑foot Dogtopia suite and a 3,000‑square‑foot second suite.

Philip, a town staff member, told the council the lot sits behind a car wash and a Waffle House in the Highway 74 overlay and noted the approved architecture matches previous approvals. "Staff's recommendation was to try and have a little bit more screening of the dumpster enclosure," Philip said, adding the enclosure will be a brick wall designed to match the building.

Philip described on‑site stormwater treatment as an underground water‑quality device (a grease/oil separator) and said runoff will ultimately move toward a detention facility behind the nearby Publix. "They provided their calculations for stormwater…and it did not exceed what those facilities were designed for," Philip said. He also told the council a stormwater maintenance agreement has been recorded at the courthouse that binds current and future property owners to share maintenance obligations.

Council members asked about parking and access. Philip said the plan provides about 37 parking spaces, which meets the ordinance requirement for a general business occupant; he cautioned that a future tenant with a different use (for example, a medical office) could trigger a need for a shared‑parking agreement or other adjustments.

Committee member (S2) moved to approve the final site plan and landscape plan; the motion was seconded and the chair called for the ayes. The motion carried.

Next steps: with council approval the site plan moves forward to permitting and the recorded stormwater maintenance agreement will remain with the property title.
