Board asks for comprehensive report on possible police-chief exemption from plan membership

White warned the issue raises collateral impacts including duty-death and disability coverage, rehire/return-to-work rules, and potential IRS issues; he said available data on how many chiefs come from out of state is limited. A trustee moved for a more comprehensive follow-up briefing and research; the motion was seconded and adopted by voice vote, with staff given flexibility to present options and to explore impacts including possible legislative fixes for gaps such as duty/disability coverage.
Trustees emphasized the need to examine the full spectrum of options, cross-check how many chiefs are hired from out of state, analyze whether an exemption would create perverse incentives ("turtling" or hyper-risk aversion), and determine collateral costs and statutory fixes before recommending legislation.
