Newton County commissioners approve budget amendments, contracts and grant actions including historic jail funding and water projects

The Newton County Board of Commissioners on July 7 approved a slate of fiscal and contract items ranging from local grant applications to a six-figure construction amendment.
Budget and appropriation changes: Britney White (S7) presented a FY27 amendment reducing the Economic Development Board appropriation from $350,000 to $275,000 and moving the remainder to contingency; the board approved the change. White also presented an FY26 amendment moving $187,312 into the 2011 SPLOST fund to finish the historic jail project and buy furniture; commissioners voted to approve that amendment.
Grants and court funding: Newton County Juvenile Court (Jennifer Moore, S9) received permission to apply for a continuation Children in Need of Services grant worth $100,000 with no county match. The board also approved acceptance of an FY'27 accountability court operating grant from the Council of Accountability Court Judges (CACJ) presented by Thomas (S10); the presentation listed the award at $285,331 and referenced a required 15% match with a listed match amount of $50,353 in the county materials.
Contracts and services: The board approved annual legal services agreements for juvenile-court appointed attorneys that total up to $256,890 for legal services and $12,000 for court reporting. It renewed a one-year pest-control contract with B and G Service Solutions, Inc. at $8,652 annually. The commission also approved Amendment 1 to Carter & Sloop’s professional services agreement for the Cornish Creek water treatment facility; because the amendment exceeded $1,000,000 it required two consecutive readings and this meeting served as the second reading.
Other items: The board approved a USGS monitoring agreement for county waterways that included $200,000 in infrastructure improvements requiring the board’s signature. Several of the approvals were routine or consented by voice vote.
Meeting outcome: All items were approved as presented; staff said they will return with more detailed financial entries and updates where necessary.
