The Marblehead School Committee on June 22 approved a package of new and revised policies covering personnel use of technology, parent advisory councils, harassment of students, student discipline, bullying prevention, self-administration and administration of medications, community use of digital resources, district website and social media practices, and relations with nonpublic schools.
Chair introduced the set as mostly MASC (Massachusetts Association of School Committees) recommendations and asked committee members whether they wished to discuss any item. Several items were described as aligning district language with DESE guidance and updated statutory references.
Policy votes and notable details: - GBEE (personnel use of technology): Approved unanimously; the policy sets expectations for staff use of district-issued digital resources and communications with students and families. Superintendent John and technology staff (Steven) confirmed alignment with district practice. - KBG (parent advisory councils): Adopted to implement state-required parent advisory councils for special education and English-language learners; John said the language aligns with recent EL updates. - JIC (harassment of students) and JIC (student discipline): Committee adopted MASC-recommended revisions; John and staff confirmed alignment with Title IX and referenced MGL statutes that guide suspension/discipline procedures. - JICFB (bullying prevention): Revised language reorganizes the policy to match DESE guidance and the district bullying-prevention plan; Lisa Marie and principals reviewed the update. - JLCDC (self-carry of medications and administering medicines at the nurse's office): Committee approved parameters allowing students to carry state-authorized items (EpiPens, inhalers, insulin supplies) following a prescribed process and updated nurse-administration recordkeeping requirements. - KDC (community use of digital resources) and KDCB (district website and social media): Approved; discussion centered on reasonable public Wi-Fi use, firewall protections, and comment moderation on school pages. - KI (visitors to schools): Committee debated the policy's opening paragraph, which some members said could be read as carte blanche for parents to observe classrooms. Superintendent John and several members recommended striking that first paragraph and relying on superintendent-developed procedures and a separate special-education observation policy. Henry moved to approve KI with the first paragraph stricken; the motion was seconded and passed 5-0. - LBC (relations with nonpublic schools): Adopted; John explained the process by which the committee reviews private-school programming for state attendance certification if a private school operates within town borders.
All of the policies before the committee were approved by unanimous roll-call votes. Members emphasized that several changes were driven by updated DESE guidance and MASC templates, and several speakers recommended continued alignment of handbook language, administrative procedures and policy text.
The committee also discussed retreat planning for July 8 (with an MASC trainer, Alicia) and coordination around a town-school MOU related to a recent budget override.
The meeting concluded when the committee voted 5-0 to enter executive session to discuss collective bargaining with the Marblehead Education Association (Unit A).
